Child-resistant packaging should be selected as a complete system—not by looking at the zipper or closure alone. Buyers should match the product, material, dimensions, opening mechanism and destination-market requirements before approving samples or volume production.
- Product and market requirements
- Opening-system options
- Reclosable or single-use format
- Material and barrier structure
- Package dimensions
- Testing documentation
- Samples and RFQ information
What Does Child-Resistant Packaging Mean?
Child-resistant packaging is designed to make access significantly more difficult for young children while remaining reasonably usable by adults. It should not be described as completely childproof.
In the United States, applicable special-packaging requirements are set out in 16 CFR Part 1700. ISO 8317:2015 provides requirements and testing procedures for reclosable child-resistant packages used in international markets.
A test performed under one standard or on one packaging configuration may not automatically apply to another country, material, size or closure. The responsible buyer, importer or market operator should confirm the applicable requirements.
Start With the Product
Before requesting a quotation, prepare enough information for the manufacturer to evaluate the product and intended use.
Product Details
- Product type and physical form
- Fill weight or volume
- Actual product dimensions
- Shelf-life target
- Filling and sealing conditions
Market Details
- Destination country
- Distribution channel
- Storage environment
- Required warnings
- Testing-document needs
Flexible pouches can reduce shipping weight and provide a large printable surface. Rigid containers may be more appropriate when the product requires crush protection, controlled dispensing or a specific opening experience.
Compare Child-Resistant Opening Systems
The opening mechanism must be evaluated together with the package material, dimensions and final production configuration.

| System | Typical format | What buyers should check |
|---|---|---|
| Press-to-close CR zipper | Flexible pouches | Zipper position, pouch stiffness, seal width and adult opening experience. |
| Locking slider | Resealable pouches | Slider, end stops, zipper and bag construction must operate together. |
| Multi-step closure | Rigid containers and tubes | The user may need to press, turn, squeeze or coordinate two actions. |
| Non-reclosable opening | Single-use packages | Suitable only when resealing is not required after opening. |
Reclosable or Non-Reclosable?
Choose Reclosable When
- The product is used more than once
- Contents remain in the original package
- The package must protect the product between uses
- The closure must be engaged repeatedly
Consider Non-Reclosable When
- The contents are used immediately
- Each unit is individually packed
- Opening permanently changes the package
- Resealing is not required
Select the Material Structure
A child-resistant closure is only one part of the package. The material must also provide suitable barrier, sealing and mechanical performance.
Outer Layer
Printing, appearance and surface protection.
Barrier Layer
Protection against oxygen, moisture, light or aroma.
Strength Layer
Tear, puncture and handling resistance.
Sealant Layer
Inner heat-sealing performance.
Material selection should reflect the real product, filling temperature, storage conditions and expected shelf life. Two visually similar pouches may perform very differently.
Define the Correct Package Dimensions
- Finished width and height
- Bottom or side gusset
- Product fill weight
- Space above the zipper
- Heat-seal area
- Tear-notch position
- Hanging-hole requirements
- Rounded or square corners
When possible, send actual product samples. Products with the same weight can occupy very different volumes, so weight alone may not be enough to determine package size.
Review Testing Documentation
Do not ask only whether the supplier has a certificate. Check whether the documentation relates to the exact package being purchased.
- Which standard or regulation was used?
- Was the complete package tested or only the closure?
- Which dimensions and materials were tested?
- Which zipper, cap or component was included?
- Does the report apply to the proposed configuration?
- Have materials or component suppliers changed?
- Does the documentation include adult accessibility?
- Does the destination market require additional testing?
Useful references include the U.S. CPSC special-packaging guidance, ISO 8317:2015 and ASTM D3475.
Request Samples Before Volume Production
Sampling helps confirm dimensions, opening experience, artwork, sealing requirements and product compatibility before committing to a production order.

- Product fit and filling capacity
- Opening and reclosing experience
- Zipper or closure alignment
- Seal width and consistency
- Tear-notch position
- Print placement and color
- Surface finish
- Filling-line compatibility
- Shipping and display performance

Frequently Asked Questions
Is child-resistant packaging childproof?
No. It is designed to restrict access under defined test conditions. Absolute claims such as “completely childproof” should be avoided.
Can a standard zipper be called child-resistant?
Not simply because it is difficult to open. Buyers should request applicable information for the exact closure and package configuration.
Does one test report apply to every pouch size?
Not necessarily. Applicability depends on the material, dimensions, closure and construction included in the test.
Should buyers request samples?
Yes. Samples help confirm product fit, dimensions, closure operation, artwork and sealing requirements.
Can child-resistant pouches be custom printed?
Many flexible formats support custom printing. Artwork should be planned together with material, closure and labeling requirements.
Who is responsible for compliance?
Responsibility varies by product and market. The buyer, importer or party placing the product on the market should determine the applicable requirements.
